These days, it is impossible to imagine everyday life without the Internet. All over the world and at any time of day users find their way to the Internet to exchange a massive amount of information and to acquire ideas. Unfortunately, the Internet is also used to spread lies and users are increasingly faced with discriminating or racist remarks and insults.
1/ WHAT IS CYBER HATE?
The term “CYBER HATE” refers to expressions of hate (discriminating remarks, harassment, insults) on the Internet against persons based on their skin colour, so-called “race”, origin, sexual orientation, disability, illness, faith, etc. Cyber hate also includes anti-Semitic remarks or remarks that deny the occurance of the holocaust.
2/ WHAT DOES THE LAW SAY?
Some people may feel shocked or insulted by certain messages of hatred on the Internet. However, words that instigate hate, violence or discrimination based on one of the protected criteria, are regarded as a violation that can lead to persecution. Denialistic remarks are also legally liable to persecution.
3/ WHAT CAN I DO?
- If you are confronted with cyber hate on a website, you can contact the owner of the website via the “Contact Us” page.
- If you are confronted with messages of hate on a blog or forum, you can notify the moderator.
- If you receive an e-mail in your mailbox, firstly determine whether or not it is a hoax (www.hoaxbuster.com and www.hoaxkiller.com) or a racist chain e-mail (www.cyberhate.be).
- You can report any type of cyber hate to the Federal Computer Crime Unit of the Federal Police (www.ecops.be).
- You can also always approach the Centre for Equal Opportunities and Opposition to Racism (www.diversiteit.be).
